The Texas Local Government Code grants cities the ability to promote sound development and public health, safety, & welfare by creating and adopting a comprehensive plan.
The City uses the Comprehensive Plan as a guide for decisions such as:
In 2020, the City of Anna City commenced the creation of a new Comprehensive Plan, Downtown Master Plan, and the city's first Parks Master Plan due to the increasing development demands. Public input was vital to crafting these long-range plans. City Council adopted the Anna 2050 Comprehensive Plan, Downtown Master Plan, and Parks, Open Space, Trails, & Recreation Master Plan on April 27, 2021.

As development occurs, changes to the Plan may be necessary. The Master Thoroughfare Plan was last updated on September 26, 2023.
Along with the Comprehensive Plan, the Anna 2050 public input process helped to inform and create the Downtown Master Plan and Parks, Open Space, Trails, & Recreation Master Plan. These Long-Range Plans give more specific direction for Economic Development policies in Anna's historic core and surrounding neighborhoods as well as for Park & Recreation planning.
