Proclamations and Ceremonial Requests

The City of Anna welcomes the opportunity to recognize our staff and neighbors for special anniversaries, events, and programs. We are proud of our community and enjoy having the opportunity to honor and commemorate our local groups, organizations, and institutions that reflect our City values and practices.

Ceremonial requests include Proclamations, Certificates of Commendation, and Requests for Appearances.

  • Proclamations – formal declaration by the Mayor in honor of a special event or occurrence. 
  • Certificates of Commendation – formal document that extends special recognition (e.g. Eagle Scout/Girl Scout Gold Award).
  • Request for Appearance – requests for the Mayor to speak at an event/ceremony (subject to Mayor availability).

All requests must be submitted electronically, using the electronic form found below, at least fifteen (15) days in advance. Requests will be fulfilled based on timing, the wishes of the recipient(s), availability of the Mayor, and City Council agenda availability. Sample wording for Proclamations or Certificates of Commendation must be provided. Presentation at City Council meetings must be specifically requested and approved by the Mayor. Due to time and meeting constraints, it is not feasible to formally present all proclamations during a City Council meeting. Priority will be given to City and employee-related events and issues. Proclamations and Certificates of Commendation will be delivered by mail and listed on the City’s website, if not presented at a meeting or event. All Proclamations are subject to Mayoral approval and may be modified, or denied, at the discretion of the Mayor.

Guidelines

Proclamation Guidelines:

Proclamations may be issued for the following purposes:

  • Memorializing special or exemplary events or days.  
  • Recognizing business anniversaries of fifty years or more.
  • Recognizing unique or especially successful school-related activities, such as in academics, athletics, music, etc.
  • Supporting public awareness campaigns that have the potential to affect public health, safety, or wellness.
  • Recognizing other exceptional events, activities, and/or people upon Mayoral approval.

Proclamations will NOT be issued for:

  • Groups or individuals outside the City of Anna (unless otherwise approved).
  • Matters of a political nature, or to benefit individuals attempting to seek political gain.
  • Matters of political controversy, ideological or religious beliefs, or individual conviction.
  • Events, campaigns, or activities that are contrary to, or in opposition of, City of Anna policies, plans or ordinances.
  • Personal activities not of a general public interest.

Certificates of Commendation Guidelines:

  • One formal copy per request will be issued.
  • May be presented at an event or Council meeting based on availability (requests for Mayor appearance must be approved).
  • Will be mailed if not presented at an event/Council meeting.

Requests for Appearance Guidelines:

  • Approval will be based on the Mayor's schedule/availability.
  • Requests will not be approved for events/ceremonies related to matters of a political nature or controversy, ideological or religious beliefs, or individual convictions.
  • Time schedule must be coordinated with the City of Anna’s City Secretary’s Office.
