Recent Traffic Studies, Road Projects and Initiatives
With the city’s recent growth, roads and traffic have become a major focus area of the community. Staff intends to provide regular updates on the status of all the roadway improvement projects and initiatives that are planned or underway.

What are Traffic Signal Warrant Studies?
A traffic signal warrant study reviews 9 critical aspects of an intersection (warrants). This information is then used to determine whether a traffic signal is needed. The warrants include:

Traffic Studies
- Findings: In March 2023, TxDot completed the traffic signal study for the intersection of US 75 at Outer Loop/Foster Crossing Rd that was requested by the City of Anna.
- Recommendation: Based on this study and the field investigation, TxDot concurs with the City’s request to install a traffic signal at this intersection.
- Traffic Signal Warrant (PDF)
- Status: Signal has been installed and is currently operational. TxDOT will maintain the traffic signal.

- Findings: An updated traffic study conducted by Maldonado-Burkett in the fall of 2023 met the criteria for four different warrants, including traffic volumes for various time ranges.
- Recommendation: A traffic signal is warranted based on the study, and TxDOT has agreed to its installation.
- Status: TxDOT will finalize the warrant study. TxDOT officials along with DART and the City of Anna met to discuss the improvement of the traffic signal.

- Findings: Findings: Warrant 1B, 2, 3, and 7 met. Signal Required.
- Recommendation: Install a Traffic Signal.
- Status: The traffic signal poles, arms, and lights have been installed. TxDOT is currently constructing expanded left turn lanes at the intersection. Power has been delivered to the traffic signal. The signal became operational on 3/17/2025. Turn lanes are complete and open, pending landscaping in the median.

- Findings: Findings: Warrant 1A, 2, 3, and 9 met. Signal Required.
- Recommendation: Install Traffic Signal.
- Status: Per TxDOT staff, this project has been bid. Materials are scheduled to be delivered this summer (2023) and installation will follow shortly after. We expect installation to begin late this year, with the signal going active by early 2024.
Additionally, a striping contractor has re-striped Finley Boulevard from SH 5 into the Anna Town Square neighborhood. This month, the City Council approved a contract with a design consultant to provide the design and construction plan preparation to complete Finley between SH 5 and Sharp as a 4-lane road. Design will begin in June and the project is expected to go to construction in late 2024.

- Findings: No Warrants met.
- Recommendation: Monitor traffic volumes and reassess if volumes change significantly.
- Status: The study done in Fall of 2021 showed warrant criteria was not met. Since the subdivision is built out, we have not seen any significant changes in traffic volumes. If we see significant changes in traffic volumes, we will conduct another study.
Status: City Council brought this intersection up at a meeting with TxDOT in January 2023. It has not been previously studied. Since it is less than 500-ft from the new signal going in at Oak Hollow Drive, city staff believe that the signal at Oak Hollow will create traffic gaps to improve the ability for cars to turn in/out of the intersection.
Once the new signal is installed and operational at Oak Hollow, the city will revisit the intersection to see if further study is needed.
