Community Improvement Projects
The Community Improvement Project (CIP) Program consists of projects that involve the construction of infrastructure and major facilities such as streets, utility lines, City buildings, Public Safety facilities, Parks, and Trails. These investments are essential elements of providing premier service to the City of Anna. The projects listed are improvements that align with the City Council Strategic Plan, the City of Anna Comprehensive Plan, and the City’s Master Plans for infrastructure.
Parks Capital Improvement Active Projects
Active CIP Projects
A 4,000,000-gallon precast, prestressed concrete ground storage tank, two 2,733-gpm vertical turbine booster pumps, an emergency diesel generator, electrical modifications including a new MCC building, SCADA integration with the existing City’s SCADA system, and a security system.
Status:
- April 2025: The contractor is wrapping up the new tank; still underground piping to be done.
Build Ferguson Parkway from Elm Street to the Collin County Outer Loop.
Status:
- April 2025: TxDOT has approved the schematic design. To advance the project, TxDOT and City officials will collaborate closely on the funding process
Two lanes will be added on Finley Blvd. from DART right-of-way to Sharp Street.
Status:
- April 2025: All pavement and street markings are complete. All signage is installed. Irrigation system is done. A change order was issued to the contractor to improve the turn on Sharp and Finley.
The installation of 14,500 LF of 12-inch water main from County Road 290 through County Road 1101.
Status:
- April 2025: The design plans for the project is finished. The easement portion of the project is being worked on by the City and the designer.
The Construction of a 4MGD Wastewater Treatment Plant
Status:
- April 2025: The contractor is working on completing the building of the permanent MBR tanks, shoring system for the lift station has been started. The temporary treatment plant is live and running, the city staff are watching the plant regularly for reporting.
The installation of an off-site 42" waterline that will service the West side of US 75.
Status:
- April 2025: The Contractor has started boring under FM 455 to connect the East and West sides.

- April 2025: The project has been awarded to Bluestar Construction, project to start Fall 2025.
Road to extend Leonard Avenue from Foster Crossing to the Outer Loop.
Status:
- April 2025: All paving is completed. All utilities are complete. All street lighting conduits and foundations are in place. All street markings have been installed. The contractor is currently finishing up the punch list provided by the City.
The upgrade of the current waterline to an 8-inch waterline.
Status:
- April 2025: The city staff reviewing the design plans.
Relocation and expansion of the public water and wastewater system along S.H. 5 - began at Collin County Outer Loop to Hackberry Dr.
Status:
- April 2025: Project is complete
Relocate and expand the public water and wastewater system along S.H. 5 - East and West side of S.H. 5 from FM 455 to County Road 1106.
Status:
- April 2025: The project at 60% Design
