Comprehensive Plan
2025 Comprehensive Plan Update
As a result of the rapid pace of growth occurring in Anna, the City Council deemed it necessary to review the Anna 2050 Comprehensive Plan including the Future Land Use Plan. In 2024, the City of Anna hired Kimley Horn to facilitate a review and major amendment to the Future Land Use Chapter of the Comprehensive Plan (“the Comp Plan”). Work on the update started in October 2024 and was finalized in March 2025.
Anna 2050
The Texas Local Government Code grants cities the ability to promote sound development and public health, safety, & welfare by creating and adopting a comprehensive plan.
The City uses the Comprehensive Plan as a guide for decisions such as:
- Guiding functional plans such as the Parks Master Plan
- Identifying budget priorities
- Preparing the capital improvement program
- Informing the annexation program
- Establishing development standards
- Reviewing zoning and subdivision cases
In 2020, the City of Anna commenced the creation of a new Comprehensive Plan, Downtown Master Plan, and the city's first Parks Master Plan due to the increasing development demands. Public input was vital to crafting these long-range plans. City Council adopted the Anna 2050 Comprehensive Plan Update, Downtown Master Plan, and Parks, Open Space, Trails, & Recreation Master Plan in April 2021.

As development occurs, changes to the Plan may be necessary. The Master Thoroughfare Plan was last updated on March 2025.

Along with the Comprehensive Plan, the Anna 2050 public input process helped to inform and create the Downtown Master Plan and Parks, Open Space, Trails, & Recreation Master Plan. These long-range Plans give more specific direction for economic development policies in Anna's historic core and surrounding neighborhoods as well as for park & recreation planning.
